Wars » 4.0 not unlocking

Hi,

My Seriously 4.0 Achievement is still at 87% from both before and after the September update . I was missing the only 2 ribbons that the requirements were removed from (olé and not today) , my Chest Candy achievement is also locked. Any help would be appreciated.
Please help.
